It's a Gen 2 large paddle, model WM7200. The model number WM7200 is the same for Gen 2 and Gen 2+. The serial number starts with SM4770, which indicates it's a large-paddle charger, not a Gen 2+, small-paddle. (Gen 2+ serial numbers start with SM5276.) It will work with S10Es...

The EV1 Dash program runs on the Palm handheld only, not on laptops. There is some rudimentary software for laptops, using the same OBDII hardware interface. Michael Schwabe might be able to help with that. AFAIK, there is no software or tool other than the GM Tech II Scantool...
